On January 10, 1897, bacteriologist Waldemar Haffkine, an Odessa-born Jew who trained with Louis Pasteur at his institute in Paris, tested the vaccine he had created in record time to combat a bubonic plague epidemic in Bombay, on himself. Haffkine Institute is a one of the oldest biomedical research institutes in the country. It was established in 1899 and is named after the scientist (Dr. Waldemar Mordecai Haffkine) who invented the plague vaccine. —Waldemar Haffkine, in A Plea for Orthodoxy, 1916 Unlike tetanus or diphtheria, which were quickly neutralized by effective vaccines by the turn of the century, the immunological aspects of bubonic plague proved to be much more daunting.

Following major outbreaks of cholera, he was determined to find a vaccine, and experimented on himself to do so. Although he was succesful, his work was not accepted in Europe, so Haffkine went to India. India played a critical role in both the vaccines developed by Russian bacteriologist Waldemar Haffkine. He developed the bubonic plague vaccine in Bombay in January 1897, and introduced the cholera vaccine he had developed in Paris, to Calcutta in 1893.
